Opportunity Atlas packages county-scoped Florida public business information. This page explains what the Foundation / Raw Data catalog does—and does not—promise before you use a record, share a file, or make a consequential decision.
01 / Source boundary
Public records, organized—not transformed into a private system of record.
Foundation / Raw Data is a source-first catalog of county-scoped Florida public business information. It is not a private CRM, a real-time system of record, or a promise that every business in a jurisdiction appears in the package.
A Foundation package does not, by itself, imply enrichment, verification, scoring, exclusivity, or a separate intelligence layer. Those are different questions from making a public-data snapshot easier to inspect and reuse.

02 / Freshness
A date gives context. It is not a refresh promise.
Snapshot dates are package-specific. The current seeded Orange, Polk, and Miami-Dade packages carry a September 4, 2026 snapshot. Packages without a supplied date must remain labeled Snapshot date: not supplied.
A snapshot date describes the context attached to that package; it does not promise continuous refreshes, current operations, or live inventory. Counts are approximate and should not be read as a real-time total.
03 / What is supplied
The field list is visible—and so are the gaps.
Current Foundation fields are limited to the following values, with Website included when supplied:

This means the catalog has no supplied value. It does not mean the value was checked and found absent. Fields may be missing at the individual row level.
04 / Audit boundary
Labels describe catalog state, not certification.
Status and audit text help explain how a package is presented and what checks have been recorded. They do not certify completeness, legality, current operation, or suitability of every record for your use case.

05 / Delivery conditions
The handoff is part of the product.
The current handoff is CSV + PDF. The individual listing and product page are the source of truth for the package name, county, approximate count, fields, snapshot date, status, and delivery details.
Purchase availability is held until the required transparency and delivery inputs/files are confirmed. In practice, that means the approved CSV and PDF evidence, matching details, and a supported customer download test must be in place before a package is treated as ready.
